تَحْتَ المِجْهَرِ

تَحِيَّةً طَيِّبَةً،
سَيِّدِي الرَّئِيسَ…
في خِطابِكُمُ الشَّهِيرِ فِي #قِمَّةِ_الرِّيَاضِ، قُلْتُم:
“إِنَّ العَواصِمَ الخَلِيجِيَّةَ كَما الرِّيَاضُ وَأَبُو ظَبْيٍ، بُنِيَتْ عَلَى يَدِ قادَةٍ وَبُنَاةِ دُوَلٍ. وَلَكِنَّهُ قَدْ أُهْدِرَتْ تِرْيليُوناتُ الدُّولاراتِ فِي كابُلَ وَبَغْدادَ دُونَ نَتِيجَةٍ تُذْكَرُ.”
فَهَلْ تَجَنَّيْتُمْ -سَيادَتَكُمْ- عَلَى حُكَّامِ بَغْدادَ بِهٰذا التَّشْخِيصِ؟ أَمْ أَنَّكُمْ جَامَلْتُمْ قادَةَ دُوَلِ الخَلِيجِ بِمِدْحِكُمْ؟
رُبَّمَا لا يَخْفَى عَلَيْكُمْ -سَيَادَةَ الرَّئِيسِ– ما حَلَّ بِالعِراقِ مِن نَكَبَاتٍ وَفَوَاجِعَ، بَعْدَ تَهَوُّرِ الأَرْعَنِ جورج بوش الابْنِ حِينَ قَرَّرَ اجْتِيَاحَهُ لِلْبِلادِ طَيْشًا وَغُرُورًا.
فَإِنْ لَمْ يُخْبِرْكُمْ مُسْتَشارُوكُمْ، فَإِنِّي أُوجِزُ لَكُمُ القَوْلَ:
ما زالَ العِراقُ يَعُجُّ بِالْفَوْضَى، وَالسِّلاحِ المُنْفَلِتِ، وَالفَصائِلِ، وَالمُخَدِّراتِ، وَالتَّفَكُّكِ الأُسَرِيِّ، وَغِيابِ القانُونِ.
وَهُنالِكَ تَخَلُّفٌ فِي كُلِّ القِطاعاتِ المَصْرِفِيَّةِ وَالصِّحِّيَّةِ، وَانْهِيارٌ فِي التَّعْلِيمِ، وَالصِّناعَةِ، وَالزِّراعَةِ، وَقِطاعِ الطَّيَرانِ وَالمَطاراتِ المُتَهالِكَةِ.
رُبْعُ قَرْنٍ وَما زالَ العِراقيُّ يَكْتَوِي بِلَهِيبِ الصَّيْفِ، وَعَجَزَتِ الحُكُوماتُ المُتَعاقِبَةُ أَنْ تُوَفِّرَ لَهُ الكَهْرَباءَ بِكَرَامَةٍ، رُغْمَ عَشَراتِ المِلياراتِ الَّتِي نُهِبَتْ تَحْتَ غِطاءِ الكَهْرَباءِ.
وَجَنُوبُ العِراقِ يُقاسي العَطَشَ وَالتَّصَحُّرَ، وَالثَّرْوَةُ الحَيَوانِيَّةُ يُهَدِّدُها الهَلاكُ، وَنَخِيلُ العِراقِ قَدْ يَبِسَ سَعْفُهُ، وَالعِراقُ اليَومَ مِن أَكْثَرِ البِلادِ تَلَوُّثًا، وَتُسَجَّلُ فِيهِ أَعْلَى نِسَبِ الإِصَابَةِ بِأَمْرَاضِ السَّرَطانِ.
لا يَخْفَى عَلَيْكُمْ -فَخامَةَ الرَّئِيسِ– أَنَّ ما يَتَبَجَّحُ بِهِ حُكَّامُ المِنْطَقَةِ الخَضْرَاءِ وَمُطَبِّلُوهُم مِن إِعْمارٍ وَاسْتِثْمارٍ وَاسْتِقْرارٍ، هُوَ مَحْضُ كَذِبٍ.
فَمِقياسُ النَّهْضَةِ لَيْسَ بِبِناءِ الجُسُورِ وَلا بِالفَنادِقِ، وَلا تِلْكَ المَطاعِمِ الَّتِي تُقَدِّمُ الكَبابَ وَالمَسْكوفَ وَالقَيْمَرَ، وَلا بِالحَلْوَيَاتِ، وَلا بِانْتِشارِ الكافِيهاتِ وَالمَلاهِي وَالسَّيّاراتِ الفاخِرَةِ وَكَثْرَةِ المُتَنَزَّهَاتِ…
ثلاثةٌ وَعِشْرُونَ عامًا وَمَصانِعُهُمْ مَشْلُولَةٌ، وَمَصافِيهِم مُعَطَّلَةٌ أَوْ مَنْهُوبَةٌ، وَغَازُهُمْ يُهْدَرُ فِي الجَوِّ لِيَسْتَوْرِدُوهُ مِن إِيرانَ بِالمِلياراتِ، وَأَراضِيهِم مُتَصَحِّرَةٌ، وَمَوارِدُهُمْ المائِيَّةُ وَأَنْهارُهُمْ مُقْفِرَةٌ، وَسُدُودُهُمْ مُهَدَّدَةٌ بِالانْهِيَارِ.
وَنِظامُهُمْ المالِيُّ قَدْ عَفَا عَلَيْهِ الزَّمَنُ، وَمَصارِفُهُمْ خاوِيَةٌ، لِعَدَمِ ثِقَةِ المُواطِنِ بِإِيداعِ مُدَّخَراتِهِ، خَوْفًا مِن سَطْوَةِ الحِيتانِ، كَما فَعَلَ نور زُهَيْر بِمِلياراتِ التَّأْمِينَاتِ وَهُوَ طَلِيقٌ حُرٌّ.
وَسُرّاقُهُمْ يَتَكَاثَرُونَ أَسْرَعَ مِن البَكْتِيرْيا فِي المُسْتَنْقَعاتِ، وَدِيمُقْراطِيَّتُهُمْ المَزْعُومَةُ زَيْفٌ وَتَزْوِيرٌ، وَضَحِكٌ عَلَى الذُّقُونِ، لِيَتِمَّ تَدْوِيرُهُمْ كَما تُدَوَّرُ -أَجَلَّكُمُ اللهُ– النُّفايَاتُ.
ثَلاثَةٌ وَعِشْرُونَ عَامًا، وَنَفْسُ الوُجُوهِ الكالِحَةِ الَّتِي قَدِمَتْ مَعَ بريمر تَتَبادَلُ الأَدْوارَ بَيْنَ مُعَمَّمٍ، وَعَمِيلٍ، وَفاسِدٍ، وَسِمْسارٍ، مِن خِلالِ صُنْدُوقٍ مَنْخُورٍ بِالسِّلاحِ وَالمَالِ السِّياسِيِّ، تُشْتَرَى بِهِ الأَصْوَاتُ.
وَلَوْ عَدَّدْتُ لَكُمْ -سَيِّدِي الرَّئِيسَ– مَا خَلَّفُوهُ مِن مَفاسِدَ وَجَرائِمَ، لَمَا كَفَتْنا مُجَلَّداتٌ.
وَأَنْتُمْ تَعْلَمُونَ حَقَّ اليَقِينِ أَنَّ بَلَدَكُمُ العَظِيمَ هُوَ سَبَبُ البَلاءِ الَّذِي حَلَّ بِالعِراقِ، مُنْذُ احْتِلالِهِ، إِذْ نَصَّبْتُمْ عَلَى شَعْبِهِ أَعْتَى اللُّصُوصِ وَقُطَّاعِ الطُّرُقِ، الَّذِينَ لَمْ يَتْرُكُوا رَذِيلَةً إِلَّا ارْتَكَبُوهَا، وَلا فَضِيلَةً إِلَّا حارَبُوهَا.
وَهٰذِهِ هِيَ النَّتِيجَةُ الحَتْمِيَّةُ، حِينَ يُوَسَّدُ الأَمْرُ لِغَيْرِ أَهْلِهِ.
وَأَنْتُمْ تَعْلَمُونَ جَيِّدًا مَا اقْتَرَفَتْهُ الإِداراتُ الأَمْرِيكِيَّةُ السَّابِقَةُ بِحَقِّ الشَّعْبِ العِراقِيِّ، وَلا يَنْفَعُ اليَوْمَ، بَعْدَ الزِّلْزالِ المُدَمِّرِ، أَنْ تَتَقاذَفُوا التُّهَمَ مَعَ أَسْلافِكُمْ؛ فَأَنْتُمْ جَمِيعًا شُرَكاءُ فِي الجُرْمِ، وَالشَّعْبُ العِراقِيُّ يَدْفَعُ مِن دَمِهِ وَمُعاناتِهِ ثَمَنَ طَيْشِ حُكَّامِكُمْ.
نَتَمَنَّى -يا سَيَادَةَ الرَّئِيسِ– أَنْ تَلْتَفِتُوا إِلَى مَا خَلَّفَهُ أَسْلافُكُمْ، وَتُعِيدُوا لِلْمُواطِنِ العِراقِيِّ كَرَامَتَهُ، وَلِلْعِراقِ سِيادَتَهُ، وَتَكْنُسُوا مِن أَرْضِهِ الطَّاهِرَةِ الخَوَنةَ وَالعُمَلاءَ وَالأُذَنَابَ وَفَصَائِلَهُمْ.
وَتُوقِفُوا هٰذِهِ المَهْزَلَةَ الَّتِي اقْتَرَفْتُمُوهَا بِحَقِّ هٰذَا الشَّعْبِ.
فَعِقْدَانِ مِن العَذابِ وَالدَّمارِ، لَيْسَتْ بِفَتْرَةٍ قَصِيرَةٍ عَلَى شَعْبٍ صَابِرٍ.
فَالدَّمارُ أَسْرَعُ بِعَشَراتِ الأَضْعافِ مِن البِناءِ وَالاسْتِقْرارِ.
فَأَعِيدُوا لِلطُّفُولَةِ بَراءَتَها، وَارْسُمُوا البَسْمَةَ عَلَى شِفاهِهِم، وَأَشِيعُوا الفَرَحَ بَيْنَهُمْ، كَما أَقْدَمْتُمْ عَلَى قَرارِكُمْ التَّارِيخِيِّ الشُّجاعِ بِرَفْعِ العُقُوباتِ الاقْتِصادِيَّةِ عَنِ الشَّعْبِ السُّورِيِّ.
وَلَكُمْ مِنَّا السَّلامُ.

Under the Microscope

To President Donald J. Trump,
Warm greetings.
Mr. President,
In your well-known speech at the Riyadh Summit, you declared:
“Capital cities such as Riyadh and Abu Dhabi were built by leaders and state-builders. Yet trillions of dollars were wasted in Kabul and Baghdad, with no tangible results.”
With all due respect, Mr. President — was this an indictment of Baghdad’s rulers? Or merely flattery directed at your Gulf allies?
Surely, Your Excellency, you are not unaware of the catastrophes and tragedies that befell Iraq after the reckless decision of your predecessor, George W. Bush, who — in arrogance and haste — plunged the country into war and occupation.
If your advisors have not briefed you, allow me to summarize:
Iraq remains engulfed in chaos — plagued by unregulated arms, militias, narcotics, social fragmentation, and the absence of law. All sectors — banking, healthcare, education, industry, and agriculture — have collapsed. Its airports and aviation infrastructure are in ruins.
For nearly a quarter of a century, Iraqis have endured searing summers without reliable electricity, despite tens of billions of dollars having been squandered under the pretense of power reform. The southern provinces are parched and desertified. The country’s livestock are on the brink of extinction, its once-glorious palm groves withered. Iraq ranks among the world’s most polluted nations, with skyrocketing cancer rates.
Do not be misled, Mr. President, by the hollow boasts of the Green Zone elites and their sycophants. Their claims of progress and stability are fabrications. True development is not measured by bridges, luxury hotels, or restaurants serving kebabs, masgouf, or geymar. Nor is it proven by the proliferation of cafés, nightclubs, lavish cars, or amusement parks.
Twenty-three years later, their factories are idle, refineries broken or looted, gas flared into the sky while imported from Iran at immense cost. Their rivers are barren, their lands arid, their dams on the brink of collapse. Their financial system is obsolete, and their banks are empty — citizens have lost faith in depositing their savings for fear of predatory elites, as exemplified by the case of Noor Zuhair, who looted billions from insurance funds and walks free.
Their thieves multiply faster than bacteria in a swamp. Their so-called democracy is a sham, built on fraud and deception. Elections are a marketplace — votes bought with money and bullets. The same grim faces that arrived with Paul Bremer still dominate, taking turns through a corrupted political system — clerics, agents, profiteers, and brokers rotating through a system rigged by armed and financial power.
If I were to enumerate the crimes and corruption they have wrought, volumes would not suffice. And you, Mr. President, are undoubtedly aware that your great nation bears much responsibility for Iraq’s suffering. Since the occupation, your government empowered the most ruthless of thieves and warlords — men who have committed every vice and fought every virtue.
This was the inevitable result of entrusting power to the unworthy.
You also know well the sins committed by successive American administrations against the Iraqi people. Passing blame between your predecessors does not absolve you — you are all complicit in this crime, while the Iraqi people continue to pay the price in blood and anguish.
We ask you, Mr. President, to confront the consequences of your predecessors’ actions — to restore dignity to the Iraqi people, sovereignty to their land, and to cleanse their soil of traitors, agents, and their militias. Bring an end to the farce your nation initiated against this patient nation.
Two decades of agony and destruction are not a “short phase” in the life of a people.
Destruction is swift. Rebuilding and healing take generations.
So return innocence to Iraqi children. Draw smiles on their lips. Let joy blossom in their hearts — just as you showed moral courage in your recent historic decision to lift economic sanctions on the Syrian people.
